CHIEF EXECUTIVE OFFICER

Due to the recent resignation of the CEO following a **Apply on the
website** year tenure, we are seeking to recruit an exemplary
candidate to the role of CEO for Mid West Simon, based in Limerick
city.

ABOUT MID WEST SIMON COMMUNITY:

Mid West Simon Community has been delivering homeless services since
*, providing accommodation and supportive
services to individuals and couples over *
years of age, as well as families who are either homeless or at risk
of homelessness in Clare, Limerick, and North Tipperary. Our mission
is to enable individuals to rebuild their lives and empower them to
secure a safe home of their own.

Since *, we have focused on developing and
adapting our services to tackle the persistent crisis in homelessness.
We have expanded our supported temporary accommodation and have been
actively sourcing and acquiring additional housing properties to
provide housing for singles, couples, and families. Our approach is
housing-led, meaning we aim to provide appropriate and affordable
accommodation through acquisition, construction, development,
management contracts, and leasing of both supported housing and
independent living units.

Capital for property investment is secured from the Capital
Acquisition Scheme (CAS). We are registered with the Housing Agency,
the government agency set up to regulate Approved Housing Bodies and
are annually reviewed. Additionally, we have developed and maintained
extensive corporate, artistic, and public networks to secure funding,
advice, expertise, knowledge, time, and materials in the delivery of
all our services.

Homelessness can take many forms. While rough sleeping is a visible
issue, many people experience hidden homelessness. The challenges of
homelessness include numerous practical difficulties and serious
impacts on health and well-being. It isolates individuals, making them
some of the most vulnerable and socially excluded in society.

Many people who come to Mid West Simon face a variety of challenges
such as poverty, childhood trauma, social deprivation, low income,
weak social and family support networks, physical health issues,
mental health conditions, addiction, substance abuse, behavioural
problems, abuse survival, learning difficulties, and self-harm.

The persistent housing crisis in Ireland has exacerbated these
challenges, making it increasingly difficult for people to find stable
housing. Mid West Simon offers a comprehensive range of services to
address these needs, including emergency accommodation, personalized
case management, and various housing options with the necessary levels
of support. As an Approved Housing Body and social landlord, we are
committed to providing robust support services to address
homelessness.

Our support services emphasize housing as a fundamental right, aiming
to reduce the steps and time required to transition from homelessness
to permanent housing. These services offer immediate or near-immediate
re-housing without the precondition of proving 'housing readiness.' We
provide ongoing support to help individuals maintain their housing and
improve their health, well-being, and social integration, allowing
them significant control and choice over their support services.

In addition to housing services, Mid West Simon Community operates a
food bank throughout the region to alleviate food poverty. This
service ensures that individuals and families facing financial
difficulties have access to nutritious food, thereby addressing
another critical aspect of social exclusion and vulnerability.

The core values guiding Mid West Simon Community include equality, a

THE ROLE OF CEO:

The Chief Executive Officer will be responsible for delivering on the
vision, mission and strategic objectives of Mid West Simon Community.
The Board of Trustees delegates to the CEO the day to day management
of the charity and to implement the strategy, policies and procedures
agreed by the Board. The primary function of the role is to provide
effective leadership and stewardship to MWS so that its activities are
planned, delivered, sustained and developed in line with the mission,
vision and values of the organisation.

RESPONSIBILITIES:

* Develop and implement a structured strategic planning process that
operates to a 3 to 5 year timeframe. In conjunction with the Board,
identify opportunities for suitable new initiatives in terms of
housing provision and other services for marginalised people which
advance the objectives of Mid West Simon Community.
* Oversee the development and monitoring of annual operational
plans, establishing targets and objectives for different projects and
service delivery as a whole.
* Recruit and retain high calibre staff who will be active and
creative in furthering the vision and achieving the aims of MWS.
Ensure all staff members are clear about what is expected of them in
terms of what services they deliver and how they deliver them.
* Ensure that the ethos of MWS as set out in its vision, mission,
and values is expressed in the day to day operations of the
organisation.
* Ensure that MWS discharges all its statutory and regulatory
requirements by ensuring there are appropriate organisation policies
and procedures in place to safeguard the effective management and
control of the services. These will include a Risk Register,
Safeguarding Policy, Code of Conduct, Corporate Social Responsibility,
Financial, Human Resources, and Operational Management policies.
* Ensure that all MWS policies and procedures are being adhered to
at all times, particularly those relating to Health and Safety, Code
of Practice and Confidentiality.
* Ensure that all relevant funding criteria as laid down by external
funders are met.
* Work with the Financial Controller on the preparation of annual
budgets, variance reports and projections and facilitate the annual
audit.
* Ensure there is effective organisational alignment of key
management systems in the areas of services, quality management,
resource management, HR, Finance, and information systems, and any
others required.
* Develop and sustain positive working relationships with the
primary service funders, Government departments, other funding
agencies, the Charities Regulator, HIQA and sector representative
groups.
* Promotes an organisational culture that supports high quality
standards and service excellence to our client groups.
* Ensure that the services provided by MWS are consistent with the
Charity’s Constitution and are at all times delivered in a manner
that is compliant with the highest standards and duty of care.
* Maintain a good working relationship with the Board of Trustees.
* At all times, undertake the role in a professional manner,
maintaining a high-quality standard of work and always in accordance
with the aims, values and ethos of Mid West Simon Community.

PERSON SPECIFICATION:

* Must have significant experience at a senior level in a
multi-functional organisation, ideally in the public or voluntary
sector.
* Must have strong knowledge of and interest in housing,
homelessness, and the provision of services to marginalised people.
* Must be a self starter with a significant track record in
management. Must have the ability to motivate and lead the
organisation into the future. This person will be a strategic thinker
with a high level of business and financial acumen.
* Must understand the sources of funding and how those sources may
be affected by economic conditions and other external factors and
navigate the organisation through these challenges as they present.
* Must have excellent communication skills, both verbal and written.
* Must have a strong understanding of both regulatory and statutory
compliance in the delivery of all MWS service provision.
* Must have the ability to think and behave in an empathetic way and
treat all stakeholders with the highest levels of respect.
